Man now faces charges of cat torture in Bullitt

 SHEPHERDSVILLE - Already facing charges in Jefferson County, a Bullitt County man has now been indicted on similar allegations in his home county.

Alex D. Phelps has been indicted on five felony counts of torture of a cat.

Each charge is a Class D felony, punishable by 1-5 years in prison.

According to the indictment, Phelps allegedly tortured cats on five different occasions during the months of November and December 2010.

The investigation by Det. Tim Waters of the Bullitt County Sheriff’s Department occurred around the same time that Phelps, 24, was accused of killing a cat behind the Kroger shopping center on Mud Lane in southern Jefferson County.

Waters said that he received several calls during that time and the investigation led to the five incidents where cats were tortured and killed.

The case went directly to the grand jury for indictment. Phelps remains in the Louisville Metro Corrections.

An indictment does not mean guilt or innocence. It only means that at least nine of the grand jurors felt there was enough evidence to move forward with a criminal trial.
