When the Bullitt County Sanitation District was formed in 1997, it was done out of desperation.
At the time, Bullitt County was among the leaders in growth in both residential and industrial development in Kentucky.
The problem was that northern Bullitt County was close to being shut out. Problems with existing privately-owned treatment plants concerned state officials. The concern was so great that the state basically said either the county form a sanitation district to take care of the pollution issues or there would be no more building permits allowed.
